Message	:wheel well by vacuum created there or is it being pulled from the inside of the wheel by a "fan blade" effect of the spokes. No doubt if you look at a larger picture of whats going on...the body of the car (fenders as you say) probably has a bigger impact on overall air flow around the wheels. looking at just the rim, in it's correct position, i think it's a little of both a 'vacuum' and 'fan blade'. I think the fan blade prevents disturbed air from sitting along the face of the rim. but your approach to the problem at that finite of a level sounds about right
